CS FOR HOUSE BILL NO. 6(FIN) am An Act relating to minors                      
and amending laws relating to the disclosure of information relating           
to certain minors was read the second time.                                    
                                                                               
Senator Sharp moved and asked unanimous consent for the adoption               
of the Finance Senate Committee Substitute offered on page 1569.               
Senator Ellis objected, then withdrew his objection.   There being no          
further objections, SENATE CS FOR CS FOR HOUSE BILL NO.                        
6(FIN) An Act relating to minors and amending laws relating to the             
disclosure of information relating to certain minors; and amending             
Rule 3(c), Alaska Delinquency Rules was adopted and read the                   
second time.                                                                   
                                                                               
Senators Halford, Taylor, Leman, Sharp, Mackie, Torgerson, Green,              
Phillips, Miller moved and asked unanimous consent that they be                
shown as cross sponsors on the bill.  Without objection, it was so             
ordered.                                                                       
                                                                               
Senator Torgerson offered Amendment No. 1 :                                     
                                                                               
Page 1, following line 4:                                                      
	Insert a new bill section to read:                                            
   "* Sec. 1.  AS47.10.092(a) is amended to read:                            
	(a)  Notwithstanding AS47.10.090 and 47.10.093, a parent                      
or legal guardian of a minor subject to a proceeding under                     
AS47.10.010 - 47.10.142 may disclose confidential or privileged                
information about the minor, including information that has been               
lawfully obtained from agency or court files, to the governor, the             
lieutenant governor, a legislator, the ombudsman appointed under               
AS24.55, the attorney general, and the commissioners of health and             
social services, administration, or public safety, or an employee of           
these persons, for review or use in their official capacities.  The          
department may disclose additional confidential or privileged                  
information and make available for inspection documents about                  
the minor to these state officials or employees for review or use              
in their official capacities.  A person to whom disclosure is made           
under this section may not disclose confidential or privileged                 
information about the minor to a person not authorized to receive it."
